You can find detailed maps of SDPD beats and SDFD battalion boundaries and station locations (as of 2007, anyway) here:

First off, you need to be aware that 'close call' is giving you the INPUT frequencies that the mobile units are transmitting on, not the repeater outputs, which are presumably much further away from you. Be aware also that Uniden provides a perfectly good program to use in programming your 396. Some folks like other programs (not-free) with more features, but for simple programming, the free one Uniden will let you download (once you register on their website) is all you need.

The Phone Patch talkgroup/frequncies are for field units (normally sargents and above only would have access, I expect) to phone patch from a scene. Um, you think it might help us help you if you told us the name of the agency? 'A private security company' isn't anything to go on.

Just as a guess, they're probably on one of the LTR UHF commercial shared trunking systems, if they're using UHF.
