I am hearing Coronado PD on 36352 (RCS South) as of 8:42 PM.
Make sure you have the right talkgroup and verify its not locked out. Can you hear other RCS south agencies?

Last I monitored those talkgroups they were in the clear. Perhaps the encryption is user selectable and they opted not to use it that round.

What other freqs did you log and do they display any PL or DCS info? If not, then its likely to be part of an LTR trunk system.
