Update:800MHz WAVE 4 REBANDING ALERT

Now I read this Article :?

From: APCO International
Transition Administrator (TA) has divided the nation into four "waves", with a schedule to complete the rebanding process in each.
Most of the regions bordering Mexico and Canada are in Wave 4, and are subject to a very tentative rebanding schedule contingent upon bilateral agreements between the US and the Mexican and Canadian governments. We understand that there has been little progress towards reaching those agreements.
Therefore, we are suggesting that Wave 4 public safety agencies write to their representatives in Congress and recommend that they contact the State Department and the FCC to encourage rapid action on this important issue.

Now that’s encouraging to me because I’m not looking forward to this rebanding stuff. Once again dose any body have any time line for San Diego (Region 5) TKS

Then write your represenative like the article says, but suggest they drag their heels on it... O'hh wait, that's the DEFAULT action of our representatives anyway :)

Post by ChrisK »

It's been a long time since I've heard anything about rebanding in San Diego. Has anybody heard anything lately?

I don't think anything will happen for few years(over4)!

Here is one press release from March,2007

The FCC announced the following today:

1. Extended the Wave 4, Stage 1 mandatory negotiation period
by 90 days from April 2, 2007 to July 1, 2007;

2. Postponed the beginning of the mediation period for these
licensees until July 2, 2007 and;

3. Extended the filing freeze on new applications in Wave 4,
Stage 1 until August 13, 2007.

DA 07-1542
Released: March 30, 2007

By this Public Notice, the Public Safety and Homeland Security Bureau
(PSHSB) extends the mandatory negotiation period for border-area
non-NPSPAC (Stage 1) licensees in Wave 4 of the 800 MHz Transition
Administrator's (TA) band reconfiguration schedule by 90 days from
April 2, 2007 to July 1, 2007, and postpones the beginning of the
mediation period for such licensees until July 2, 2007.

Key FCC rebanding contact reassigned
Apr 19, 2007 3:58 PM, By Donny Jackson
http://mrtmag.com/rebanding/news/fcc-re ... ct-041907/

One of the key FCC contacts in the 800 MHz rebanding process has been reassigned to the commission’s Media bureau from his previous post in the Public Safety and Homeland Security (PSHS) bureau.

Prior to the reassignment, Michael Wilhelm was deputy chief of the PSHS bureau’s policy division. A primary author of the 800 MHz rebanding order, Wilhelm and David Furth—an associate chief in the PSHS bureau—have been primary contacts for public-safety representative on rebanding policy issues. Furth remains in the PSHS bureau.

Word of the reassignment began spreading last week throughout the public-safety community, but an FCC spokesman this week declined to comment on the matter or even confirm that Wilhelm was reassigned, noting that the agency does not comment on internal personnel matters. However, the directory on the FCC web site has been changed this week to reflect that Wilhelm is now a member of the media bureau.

“We’re certainly disappointed to see Michael reassigned,” said Alan Tilles, an attorney representing many 800 MHz licensees in rebanding negotiations as a partner in the law firm of Shulman Rogers Gandal Pordy & Ecker. “We hope that the bureau will be able to continue at maximum capacity to address rebanding issues.”

With 800 MHz rebanding already well behind schedule and virtually all participants acknowledging that the massive project cannot be completed by the FCC’s June 2008 deadline, several public-safety officials privately have expressed concern that Wilhelm’s absence could slow the process.

NPSPAC licensees operating in the 800 MHz band that don't sign a
rebanding agreement with Sprint Nextel will have to pay their own
legal costs if the matter is appealed beyond mandatory mediation,
the FCC confirmed in an order released this week.
