I don't think so. Too much infrastructure invested in 800, with no real reason to migrate down. Look instead for a mix of 700 and 800 channels in each site.

Will the new radioshack PRO-106 work on the new RCS once they switch all digital 700/800 MHZ?

It should. I used the PSR-500 (same as Pro-106) in Phoenix on their 700 MHz and it tracked just fine.
