US Customs - strange data bursts or encryption?

Lately I've been hearing a strange type of data burst used on Customs frequencies. It does not sound like DES, P25, or anything else I normally hear on the fedcom freqs.

Has anyone else heard this and perhaps knows what kind of digital mode this is?

The majority (the raspy part) Sounds like packet data in some type of format.

Also heard the typical federal ANI go off (MDC 600 or 1200)

Plus some faster and longer MDC 2400 data near the middle.

Interesting to see if anyone knows what the 'rasp' stuff is.

What is the name of that frequency Brandon?

It was on 163.125. I have it written down as BRAVO-4. It's been a while since I listen to Customs full time but that was the ID of that freq a few years ago. I would imagine it still is.
