California State Justice Freq. 154.680

Just when I thought it was another dead freq. I heard activity on a freq. that had been in my scan lists from years past, but seen very little activity in recent years. I have it listed as California State Justice (154.680)

They were running plates and engaging in some type of surveillance.
They seem to have low power as I could only hear one side of the conversation. Does anyone know what role Cal State Justice has?

Heres a couple more DOJ freqs that get used in So Cal. I logged these in the past few months in Riverside County... probably worth checking out in neighboring areas too.

154.995 (simplex)
154.665 (simplex)

I believe I monitored comms on 154.680 as well but forgot to write it down so don't know for sure if that was the freq.

I picked up an active surveillance coming down the I-15 in the Norco area about a month ago on 154.6800 - even had aircraft involved. Rather silent down here though.

I heard 154.680 active in Chula Vista some time ago they were doing some kind of surveillance operation with aircraft.

FYI I just logged DOJ activity on 155.505. Seems they use some oddball freqs

How do you know they were DOJ? Did they mention it on the air?

Tonight I logged 154.680 with analog voice inversion. Is DOJ known to use this type of voice scrambling?
