It's been almost 8 years since I moved, but I don't see a 51 listed on the SDFD website nor do I remember an E51 aside from Poway and they were always lettered as Poway.

I do know the city is building multiple stations with bonds. I am not sure which new stations (they are also building replacement stations for older ones) are numbered what. Let me get in touch with a couple of contacts and see what they say.
UPDATE: read through the Fire-Rescue portion of the 2015 City Budget. Station 51 (Skyline-Paradise Hills) is budgeted for 6 months operations in a temporary station.
