Tijuana’s new police helicopter to provide aerial ambulance services

The new police helicopter to be purchased by the city of Tijuana will take on a dual purpose: it will help patrol the streets below and serve as an aerial ambulance.

“We are looking for a helicopter that can provide medical services, be equipped as an ambulance,”

“We don’t want to use it solely for police matters, it needs to be a tool for civil protection, supporting firefighters and the Red Cross transporting injured people.”

The city of Tijuana hasn’t had a police helicopter since November 2017 when a copter called “Pegasus” crashed killing the two officers on board.

“We dispatch drones, but they can’t cover the entire city.

Tijuana Mayor Montserrat Caballero said the city is investing about $1.2 million for the aircraft, which is to be delivered by Oct. 1.

City of Tijuana decides to lease — not buy — police helicopter

The city of Tijuana has decided to lease a police helicopter instead of buying it to save money on maintenance and operating costs and is even considering renting two helicopters to better serve the community.

The Citizens Committee on Public Safety should regulate the use of the aircraft, the group’s president, Edgardo Flores Campbell, says.

“It’s necessary to oversee use of technology like this so we can truly see the benefits,” he said. “We need to make sure it is being used the right way.”

Flores Campbell stated he sees the benefit of using a police helicopter since “the city is one of the largest urban areas in Mexico with complicated geography and topography.”

“We definitely need one, two or more … all the ground forces would be aided by the aerial support,” he said.

Earlier this week, Tijuana Mayor Montserrat Caballero said the city decided to lease the aircraft instead of buying it.

“We had plans on purchasing it, but since the results of the upcoming election are unknown, I don’t know what the next mayor would want to do, so it’s best we don’t make this expense now,” she said.

The purchase had been in the works for a few months and was strongly supported by Fernando Sánchez González, Tijuana’s head of Public Safety and Security.

But Flores Campbell said meetings were held and it was decided leasing was the best course of action.

“I would be upset if we made the stupid decision to buy the equipment, like we’ve done in the past with previous administrations, and it ends up stored because we can’t find a part of it or because it became obsolete due to age or some sort of corruption involved,” Flores Campbell said.
The city has said it is looking at options and expects to have the helicopter in operation by the end of May.

“These are very expensive, we really don’t have enough in the budget to buy a new one, they cost between $3 million and $4 million,” said Marcelo de Jesús Machain Servín, Tijuana’s city manager. “A used one, on average, costs between $1 million and $1.5 million.”
