Los Coyotes and Pauma Reservations

I consistently hear Los Coyotes and Pauma Reservation tribal law enforcement or security units using County Tacs 2 and 3 as their primary channels. My question is, are they RCS contracted users or mutual aid users? I am guessing they have RCS radios for mutual aid purposes, but have wound up using them as the primary means of communications.
