NMO Mounts

Without looking it up, I believe it means the subject the officer is running has been in 'the system' and has given up his right (a waiver to his 4th amendment rights) to search and seizure. Well, technically yes, it would be a violation of FCC rules, however I don't believe it is hurting anyone. KDA652 still is (I believe) assigned to the city of El Cajon. The talkgroup you listed as Escondido Fire Tac 3, or 37376 would be a digital talkgroup. I don't believe Escondido Fire has any digital talkgroups. I'm wondering how you found it/what you heard...
