Station alerting
They're DTMF, or Dual Tone Multi Frequency tones used to activate the backup station alerting system. Usually at some time before you hear the DTMF usage, you will have heard, "All stations monitor 7A and 7B..." In other words, the link to the primary station alerting is down.

Any chance of going back to simulcasting on VHF? I can't think of any reason not to. It would just be another back up to the 800.

Engine 10, Engine 10, Engine 210 and Truck 10
I've been on fires with Lemon Grove units where the above units were all on scene. Plus Engine 11, Engine 13 and Truck 11. It gets fun.
And the Poway switch was absolutely due to SD needing the numbers in the future, though they won't be needed for a while.

County Numbering System
The Poway numbers are part of the countywide numbering system. The first digit is the Zone; in this case 3 for San Diego FD/Central. The second digit is for battalion or department.
