TAC Channels

I was listening to a San Diego Police event the other night with great interest. Was hearing it all until they said they were going to TAC 1.
At that time the party ended for me.
I have a Uniden BCD396T. Are the TAC channels encrypted or something so that we scanner can not listen.
I am new at this so hope this isn't a dumb question. If it is, I am sorry and will file it with all the other dumb question I have asked in my life :)

Tac channels are not encrypted. Somewhere there is a list of the ID's for each tac.
