The best way to find out if they are in your complex is a scanner with close call if you have access just make sure that if you do that option that you have VHF bands set to on UHF set on 800 set on. Also if they have patrol vehicles look for roof/trunk antennas and length it will also help just make sure you do not get confused by the standard am/fm radio antenna all vehicles have.

I just looked at some pictures and one car looks like it had a UHF band antenna also a guards radio on the belt had a UHF antenna
