Programming Uniden BCT996T

Can anyone give me some tips on Programming a Uniden BCD996T.
I have the preprogrammed set up for San Diego.
I seem to be hearing dispatch traffic only.
I am receiving the RCS and San Diego City.
I seem to be missing El Cajon CHP and Heartland fire.
The book was not very helpful or I must be fairly dumb.
