do i need the fleet map code for san diego to make the tgid's work?

No Fleet Map is needed for either major system.
Make sure you have done the follwing carefully:
Programmed all freqs in MOT mode. (Control Channels only depending on scanner model)
Have not inadvertently locked out channels.
Have entered the correct numerals for the freqs.
You are scanning in trunked mode and not conventional. (Depending on scanner model. Older scanners do not have the programming to prevent this mistake.)
Knowing the scanner model and particular system will help us better diagnose your problem.

Also are you looking to listen to radio reports? The County RCS covers the majority of the calls, this might make it easier until you learn how the systems and scanner work.
