It IS possible to split-tone an Icom IC-FR21GM

It's not simple, but it turns out the CS-11 programming/cloning software for the F11/F21 series will work to program frequencies and tones, including split tones for the GMRS service.
There's, as there often is, a 'trick' to it.
The software will refuse to talk to the radio, unless you know the secret command to put the software into 'Manufacture' mode, in which it will read and write properly to the F21GM.
