138.800 Camp Pendleton VHF FIRE DISPATCH

On serveral occasion I have heard Pendleton Fire Dispatch put out a dispatch and during the audio I hear repeated words similar to a scratch in a record. Like "respond to area 38, area 38, area 38, to a leg injury.
It has happend more than once and does not seem like it is repeated intentionally for clarity, but more of a glitch in the system. Is the dispatch recorded, then rebroadcast? Has anybody else heard this and does anybody know what is going on with their system?
