on South Command (9008), the HPD dispatcher was talking with Coronado PD and saying she was unable to patch TGs so she'd have her units switch to South Command instead of having CPD switch to HPD primary.

I think all agencies in the the county might have access to LE South Command.

In this case, it seemed like they had direct access but not patching access.
