Some felons sign waivers to consent for search and seizure (a right the rest of us have due to the 4th ammendment) as a condition of release. If somebody has a "fourth waiver", then police do not need consent to search the person or the persons belongings, car house, etc. I think it usually is drug offenders, but I could be wrong.

Without looking it up, I believe it means the subject the officer is running has been in 'the system' and has given up his right (a waiver to his 4th amendment rights) to search and seizure. The subject is probably on parole or probation, and part of being in that situation means that if stopped by a police officer, the subject and/or the subjects car can be searched for drugs/weapons/contraband with-out consent or probable cause.
