When I owned a security company in the 80's, all uniforms, badges, vehicles, etc had to be submitted (but now I don't remember to whom) to assure that none of them resembled law enforcement that was LOCAL to the location of the company.
If a company that only does business in San Diego could not be similar to LE somewhere in northern CA, (as an example), then security company personnel would be running around naked and on bicycles. Unless the practice of any laws has changed, they just can not be similar to LE in the area where the company does most of their business. Back then also, I remember that Pinkerton's had rectangular badges. I haven't ever seen any LE that had that.
